It is shown that the effect of moderate entrainment rotation on fully developed forced two-dimensional turbulence is to amplify the large scales while slowing down the inverse energy cascade. An increased rotation is found to inhibit the potential enstrophy cascade towards the smaller scales, creating a regularization of the flow, and yielding a kinetic energy behavior analogous to that observed at mesoscales in the atmosphere and ocean. Another effect of rotation on the inertial zone of enstrophy is the relocalization of transfers.
